Billy was born May 20, 1961, in Midland, Texas. After attending the University of Texas of the Permian Basin, he earned his law degree from the Texas Tech University School of Law in 1991. He was admitted to the U.S. District Court, Northern District of Texas, in 1992, and the U.S. District Court, Eastern District of Texas, in 2000. Billy specializes in consumer bankruptcy, bankruptcy litigation, foreclosures, repossessions and debtor bankruptcy. He is a member of the Dallas Bar Association, the State Bar of Texas, the National Association of Consumer Bankruptcy Lawyers, the American Bankruptcy Institute and the Better Business Bureau of greater Dallas.
